Best Golden Visa Programmes in Europe: A Factual Comparison

Every ranking names a winner. The honest answer depends on five questions only your family can answer.

Search for the best Golden Visa programme in Europe and you will find confident rankings, most of them written before the author knew anything about you. They cannot know how much capital you want to commit, how many weeks a year your children are free, or whether a second passport matters to you at all. Yet those are precisely the things that decide which programme fits.

So rather than crown a winner, this piece sets out the five factors that genuinely separate the four programmes still open in 2026, and how each one answers them. For the fuller picture of what has closed and why, our guide to Golden Visa alternatives in Europe covers that ground.

The best Golden Visa programme is not the one at the top of a list. It is the one whose rules match the way your family actually intends to live.

Why rankings mislead

A ranking has to weigh factors against each other, and it does so using somebody else’s priorities. A programme that suits a retired couple planning to live in Athens full time can be entirely wrong for a working family in Chicago who want a European option without disrupting school or career. The same programme earns opposite verdicts. The weighting is the whole question, and only you can set it.

We say this knowing we are not neutral. Elite Golden Visa works with Portugal and Italy, and a ranking that put those two at the top would be easy to write. It would also be unhelpful.

The five questions that decide it

Capital comes first, and the form matters as much as the amount. A €500,000 fund subscription in Portugal is capital you still own and later redeem, subject to investment risk. Italy’s routes start at €250,000 but run to €2,000,000, and one of them is a donation you will not see again. Greece asks for property from €250,000 to €800,000. Malta combines a property with around €99,000 in fees and contributions that are not returned. What you actually own at the end matters more than the headline figure.

Presence is the second question: how many days a year your family can realistically spend in the country, in an ordinary year rather than an ideal one. Portugal asks for seven days a year on average. Italy, Greece and Malta ask for none to keep the permit. For most working families the difference is smaller than it looks, because a week in Portugal is a holiday most would take anyway.

Citizenship is where the programmes diverge most sharply. Portugal is the only one of the four where the years towards citizenship keep building while you live elsewhere. Since 19 May 2026, holders become eligible to apply after ten years of legal residence, or seven for nationals of the EU and the CPLP, the community of Portuguese speaking countries, counted from the first residence permit. Our guide to the citizenship law explains the change. Italy and Greece both require years genuinely lived in the country, ten and seven respectively, and Malta no longer offers an investor route to citizenship at all.

Family is the fourth. Spouses, children and dependent parents are treated differently by each programme, and the rules around adult children and parents vary enough to matter. Check them for your own family rather than relying on a summary.

Certainty is the last, and for many families the most underrated. Italy’s pre-approval arrives within 30 days. Greece aims for four to six months. Malta runs to several months of due diligence. Portugal has carried a backlog, with reported waits to a first card from around a year to well beyond two. If a particular date matters to you, this is the factor to weigh most heavily.

Reading the table for your own family

A family intending to keep its life in the United States, but wanting a European option that builds towards citizenship, will tend to read the Portugal column most closely, because it is the only route where those years count from abroad. A family wanting a decision before committing any capital will look hard at Italy. A family ready to buy a home and genuinely live in Greece will find the Greek route straightforward. And a family wanting permanent status immediately, with no interest in a passport, may find Malta suits them.

None of those readings is wrong. They are different families asking different things of the same set of rules.

Where to start

There is no single best Golden Visa programme in Europe, and any adviser who names one before asking about your family deserves some scepticism.
